What is a Comprehensive Plan?
A comprehensive plan is a long-term guide that expresses the values and aspirations of a community. It is the broadest public policy document a community can create for its future physical development considering the input of residents, businesses, and other stakeholders. The plan is a tool to prepare for change and acts as both a business plan and guidebook for decision-makers. The plan is not a legally binding document, but it can serve as a foundation for budgeting decisions, zoning ordinances, land development regulations, and more.
Why does University City need a Comprehensive Plan update?
An update is needed to the Comprehensive Plan to establish a roadmap to the Community Vision 2040, to reflect current trends and priorities, and to incorporate the work done by the City and its Board, Commissions and Task Forces since the last update in 2005.
How is the Comprehensive Plan update related to the Community Vision 2040 process?
The Plan will be built on the values, needs, and aspirations of the community that were established by the Community Vision 2040 process. It will focus more specifically on physical character and land use, as well as related topics such as housing, economic development, parks and open space, and more. The work of the University City Boards and Commissions will be used in the process.
Are there opportunities for residents to get involved?
Yes! This is an open and inclusive process. There will be two multi-week rounds of public engagement during the planning process with special effort made to conduct outreach to different parts of the City. Multiple types of engagement will be used to allow everyone the option to participate. Anybody who cares about the future of University City will be able to participate and contribute their ideas and insight.
Do I have to be an expert to contribute ideas?
Whether you are a resident, a business owner, or someone who works in University City, whether you’ve lived here for 6 weeks or 60 years, your input is important. This process needs to have a variety of perspectives to create a plan that will work.
What is the timeline for completing the plan?
The plan is anticipated to be completed by the fall of 2023.
